To strengthen the impartiality of local arbitrators and to standardize electoral quality of Mexican electoral national system was the main purpose of the 2014 electoral reform. INE´s experience was transferred to each State OPL, while exercising functions of coordination, appointment of local councils, regulating and standardizing system´s operation as well as exercising special powers to organize local processes according to specific rules. Our purpose in this paper is to analyze some components of the electoral system, and to discuss improvement proposals highlighting the importance of the OPL to deal effectively and neatly with local conflicts in electoral processes. The main thesis here is that for the system to fulfill its functions, the local electoral authorities are essential, and therefore they should not be suppressed.
