The auditor's report on financial statements and the public accountant's liability in its issuance

The auditor's report on financial statements represents the outcome of a financial statement audit conducted for tax purposes. This technical-accounting report embodies a professional opinion issued exclusively by an independent Certified Public Accountant (CPA) upon completing a financial audit. In the Mexican context, this activity is an exclusive statutory privilege of the public accounting profession, as mandated by the Federal Fiscal Code (Código Fiscal de la Federación - CFF). Its primary objective is to provide assurance and trust to financial statement users and regulatory institutions—such as the Tax Administration Service (SAT), the Mexican Social Security Institute (IMSS), and the National Workers' Housing Fund Institute (INFONAVIT)—regarding the fairness of the financial information, ensuring its alignment with the Mexican Financial Reporting Standards (Normas de Información Financiera - NIF) and verifying that the audited entities operate within a framework of administrative, operational, and fiscal compliance.
From a historical perspective, the auditor's report has served as an indirect tax enforcement mechanism. Although the 2014 tax reform shifted its general submission to an optional status, it remains mandatory for certain taxpayers who exceed specific high-income thresholds, as well as for public companies and entities listed on the stock exchange.
The technical structure of this report is strictly governed by the International Standards on Auditing (ISA), particularly the 700 series, under which the auditor is empowered to issue four types of opinions: unmodified (clean), qualified, adverse, or a disclaimer of opinion.
Ultimately, this document strengthens the accounting profession, enhances stakeholder confidence, and mitigates financial and fiscal risks for corporations. Consequently, the issuance of this report entails high social, civil, and criminal liability for the professional, who must adhere to strict ethical standards, maintain continuous professional development, and hold a valid certification to legitimately practice this exclusive professional activity.
