"Words of the Principal:

As part of the celebrations marking the 70th anniversary of our Faculty of Law at the Autonomous University of Chihuahua, we proudly announce the publication of a new issue of our journal Ubi Societas Ubi Ius, which in a short time has positioned itself as a benchmark of scientific quality within our University. This achievement has been made possible thanks to the active participation of faculty members, graduate students, and highly distinguished researchers who have chosen to publish their scholarly work in this significant legal forum.

Under this guiding principle, our journal has focused on promoting the free discussion of ideas in recent years as a means to encourage dialogue, foster peace, and provide clear and explicit responses to current needs. It is readily observable that multiple sectors have become increasingly polarized, giving rise to environments shaped by patterns of thought that promote and intensify conflict and differences, while at the same time increasing the complexity of the issues presented. Nevertheless, such perspectives shift when analyzed in light of the objectivity of legal science, as their differences fade and serious problems can be addressed through a realistic and effective approach grounded in a Constitutional State governed by the rule of law.

For these and other reasons, the members of the Journal’s Editorial Committee undertook the careful and coordinated task of thoroughly reviewing each article submitted for publication. We deeply honor and sincerely thank each of the peer reviewers who—from universities around the world—generously dedicated their valuable time and provided their unwavering support in evaluating the manuscripts, thereby making the publication of Ubi Societas Ubi Ius possible.

In expressing our gratitude, we would also like to acknowledge the unconditional support provided by Dr. Ruth del Carmen Grajeda González, current Head of the Office of Extension and Outreach at the Autonomous University of Chihuahua, as well as the staff under her leadership, for the technical support offered in the publication of this and other issues of the journal.

With the firm purpose of continuing to promote and encourage study, knowledge, and scientific research within our state and beyond, we are pleased to announce that our call for papers remains open for the submission of scholarly articles to be considered for upcoming volumes.

Finally, I extend my congratulations to the authors who have shared their ideas and intellectual contributions, enriching dialogue within the university legal community on the diverse issues that surround the scientific disciplines of law on a daily basis. I sincerely hope that the publication of this volume will significantly strengthen the bonds among our students through study, intellectual dialogue, and, above all, effective research grounded in the development of critical thinking."
